AI Summary

This bill requires the Mississippi State Department of Health (SDH) to publicly explain its decisions regarding healthcare facility approvals. Specifically, if the SDH grants an exemption from the Certificate of Need (CON) law, which is a process requiring healthcare providers to get permission before offering certain services or building new facilities, the department must post a detailed explanation on its website outlining the reasons for that exemption. Additionally, if the SDH approves a CON that doesn't align with the projections or guidelines set forth in the State Health Plan, which is a document outlining the state's healthcare needs and priorities, the department must also provide a detailed explanation on its website for why it deviated from the plan.
