This bill establishes the "upstate cities preparedness and resiliency fund" to provide grants to cities outside of the New York City metropolitan area and Long Island that are experiencing financial difficulties and operational challenges due to factors like extreme winter weather, aging infrastructure, high poverty, and a large amount of tax-exempt property.
