This bill establishes a new special fund called the "water and waste water treatment system capital fund" within the state finance law, which will be jointly managed by the state comptroller and the commissioner of taxation and finance. This fund will receive all money credited or transferred to it, and any interest earned will remain in the fund. After appropriation by the legislature, these moneys will be used for capital projects related to water and wastewater treatment systems, including planning, design, construction, reconstruction, replacement, improvement, reconditioning, rehabilitation, and preservation. Municipalities across the state will be able to access these funds through a grant program overseen by the comptroller in consultation with the commissioner of taxation and finance. The bill also includes an appropriation of $200 million from the general fund to this new capital fund to support these initiatives and states that the act will take effect immediately.
