This bill expands the definition of "public utility" in Mississippi law to include "Hinshaw natural gas pipelines," which are defined as pipelines physically located within the state, engaged in interstate commerce, and providing natural gas for consumption within Mississippi, while being exempt from the federal Natural Gas Act of 1938. Consequently, these Hinshaw natural gas pipelines will now be subject to the regulation and jurisdiction of the Mississippi Public Service Commission (the "commission") regarding their rates, services, and facilities. The bill also requires these pipelines to obtain authorization from the commission before constructing, acquiring, extending, or operating their systems, though minor construction and maintenance activities will be exempt from this requirement. Furthermore, all contracts between Hinshaw pipelines and third parties must be filed with the commission, which will have 30 days to approve them as just and reasonable or order further review.
