This bill establishes a new specialty license plate called the "Classic Black" plate for motor vehicles in Louisiana, which will feature a black background with white lettering and symbols, including the state seal and a magnolia flower. To be issued, there must be at least one thousand applicants, and the Department of Public Safety and Corrections will update its systems to accommodate the new plate. In addition to the standard vehicle registration fees, owners will pay an annual royalty fee of twenty-five dollars, plus a three-dollar and fifty-cent handling fee for administrative costs. The collected royalty fees will be sent to the Donald J. Thibodeaux Training Complex, which is being renamed and relocated to Baton Rouge, to fund emergency vehicle operations training for local governments. The bill also amends existing law to reflect the new location of the training facilities.
