AN ACT to amend the social services law, in relation to enacting the "Jamie Rose care provider act"

This bill, known as the "Jamie Rose care provider act," mandates that certain health care facilities, excluding hospitals, must establish and implement written policies and procedures for identifying, assessing, treating, and referring patients suspected of experiencing domestic abuse. These facilities, which include home care services agencies, hospices, health maintenance organizations, shared health facilities, and any place where a licensed health care practitioner operates, are also required to provide ongoing training to their staff on these policies and designate a point person to coordinate services with local domestic violence or victim assistance organizations. When a patient is identified as a potential victim of domestic violence, the facility must inform them about available support services and, if the patient wishes, contact an appropriate organization to have an advocate present. The Commissioner of Health will develop a model policy and a list of relevant support organizations to assist facilities in complying with these new requirements, with the law taking effect one year after its passage.
