This bill, titled the Microgrid Oversight Act, establishes a framework for regulating microgrids, which are defined as independent or grid-connected electric systems capable of generating at least twenty megawatts and operating on their own. The Public Regulation Commission (PRC), the state's utility regulator, is granted oversight authority over microgrids, including the power to collect fees for its services and to inspect microgrid premises. A key provision is the creation of a Microgrid Renewable Portfolio Standard, requiring microgrids to progressively increase the percentage of renewable energy in their supply, reaching 40% by 2026, 50% by 2028, 80% by 2040, and ultimately 100% zero-carbon energy by 2045. The bill also amends existing law to clarify that electric public utilities can acquire self-source generation resources (electricity generation dedicated to serving a microgrid) only if it doesn't increase rates or negatively impact customers, and it prohibits rate increases for existing utility customers due to utilities purchasing power from microgrids.
