This bill appropriates $130,000 from the general fund to the department of environment for fiscal year 2027 to investigate ways to reduce pollution and save money by diverting organic waste, which includes things like food scraps and yard trimmings, from the regular trash stream. It also mandates a waste characterization study to determine the types and amounts of solid waste, organic waste, and materials suitable for composting that are currently being produced and disposed of in New Mexico. The department is required to provide a report of its findings to the relevant legislative committee by June 30, 2027, and any unspent funds will be returned to the general fund at the end of the fiscal year.
