This bill expands restrictions for certain adult sex offenders convicted of offenses involving a child, allowing their parole or probation officers to prohibit them from using post office boxes or possessing electronic devices that can access the internet, with violations being a Class C felony. It also authorizes the Board of Pardons and Paroles (BPP) or courts to mandate sex offender treatment, which may include polygraph examinations, as a condition of release or supervision, requiring offenders to pay for treatment and examinations unless they are indigent, and making failure to participate a Class C felony. Furthermore, the bill clarifies that the Secretary of the Alabama State Law Enforcement Agency will adopt rules for administrative hearings for individuals subject to the chapter due to offenses from other jurisdictions, and importantly, grants the Director of the Board of Pardons and Paroles the authority to adopt rules to implement and enforce the new sex offender treatment provisions.
