This bill directs the Mississippi Department of Transportation (MDOT) to make the planning and completion of the United States Highway 25 four-lane bypass in Monroe County a top priority, recognizing its importance for safety, moving goods, and boosting the local economy. To achieve this, MDOT must conduct or update all necessary planning and engineering studies, including estimates for costs, land acquisition (right-of-way needs), and how the construction will be done in stages (construction phasing). The bill also requires MDOT to explore all possible state and federal funding options, such as special federal grants for transportation projects, and to create a plan for how to pay for the bypass. Finally, MDOT must provide a written report by December 1, 2026, to the leaders of the House and Senate Transportation Committees, detailing the project's progress, expected completion dates, cost estimates, and suggested funding methods.
