This bill, known as the Excellence for All Pilot Program Act, establishes a pilot program administered by the Mississippi Department of Education to support local education agencies (LEAs), which are public school districts or charter schools, in implementing evidence-based school staffing redesign models. The program aims to improve student learning, increase educator satisfaction and retention by creating better career paths, and promote financially sustainable staffing models. Participating LEAs will voluntarily implement models that include teacher-led teams, innovative roles for staff, sustainable compensation structures, strategic scheduling for collaboration, accountability for student learning outcomes, and instructional support like small-group tutoring. The Department will select LEAs in two cohorts, provide them with transition support, and hire an "expert partner" to assist with implementation and evaluation. The program will be monitored, data will be collected on student and educator outcomes, and annual reports will be submitted to the Legislature, with a comprehensive evaluation due by December 1, 2030, before the act is set to expire on July 1, 2031, unless reauthorized.
