This bill modifies existing New Mexico law regarding law enforcement and public safety telecommunicator training by removing certain mandatory annual "in-service" training requirements for certified officers and telecommunicators, while retaining the requirement for this training to be part of initial "basic" training programs. Specifically, it eliminates the yearly in-service training mandates for topics such as domestic abuse incident training, child abuse incident training, ensuring child safety upon arrest, missing person and AMBER alert training, tourniquet and trauma kit use, and training related to sexual crimes prosecution and treatment. Additionally, it removes the annual in-service training requirement for high-speed pursuits and hate crimes, and it adjusts the oversight body for telecommunicator training from the "academy board" to the "standards and training council." The bill also makes a minor change to the definition of "mental impairment" in one section and clarifies that pre-recorded crisis management courses cannot fulfill the basic training requirement for that topic.
