This bill requires the Municipal Police Employees' Retirement System (MPERS), which is a retirement system for municipal police officers, to provide annual retirement education to certain municipalities. This education, which will be provided at no cost to the municipality, will cover topics such as employer participation requirements, reporting and contribution obligations, the interaction between MPERS and the federal Social Security program, deferred retirement options, employee classification, and common compliance errors. Municipalities that employ police officers and whose officers are covered by Social Security, unless they have specifically excluded them, must ensure that their chief executive officer or designee, payroll officer, and chief of police or designee complete at least one hour of this education annually. MPERS will then determine which municipalities are compliant and notify noncompliant ones, giving them a chance to correct the issue before potentially facing administrative actions like additional education or enhanced reporting requirements. The MPERS board of trustees will also adopt rules to implement these provisions.
