AI Summary

This bill directs the Mississippi Division of Medicaid to apply for a federal waiver, specifically an "Elderly or Disabled with Consumer Direction Waiver" (EDCD Waiver), which would allow the state to cover personal care services that individuals can direct themselves. This means eligible individuals, who need help with daily activities or medical needs to stay in their homes, can hire, train, and manage their own caregivers. If an individual cannot manage their care directly, a family member or caregiver can act as the employer. Caregivers must have the necessary skills, and family members providing care will need to meet specific qualifications. Both employers and employees will be responsible for submitting timesheets and other required paperwork. To ensure quality and appropriateness of care, individuals receiving these services must work with a "Consumer-Directed Services Facilitator" who will provide support, training, and conduct initial assessments and regular supervisory visits. The Division of Medicaid will also need to create regulations to implement this new waiver program.
