This bill makes two key changes to Hawaii law regarding electric vehicle infrastructure. First, it amends the definition of "development" within special management areas to exclude the installation, maintenance, repair, and replacement of electric vehicle charging systems, including associated electrical infrastructure and underground utility lines, from being considered a major development activity. This means these activities will not be subject to the same stringent regulations as other types of development in these protected areas. Second, it includes the Public Utilities Commission (PUC), which regulates utility companies, in the planning and implementation of strategies to meet the state's long-term goals for zero-emissions transportation, alongside the Department of Transportation and the Hawaii State Energy Office.
