It requires the Kentucky Department of Education (KDE) to develop a model fiscal policy for education technology, which local school districts will be mandated to adopt through administrative regulations. This model policy will guide districts in evaluating technology purchases based on total cost of ownership, innovation flexibility, resale value, and data security. Furthermore, both local districts and the KDE will be required to submit annual reports detailing technology status, repair costs, and device inventory, with the KDE compiling this data into a summary report for the Legislative Research Commission to identify areas for improvement in fiscal management and reducing repair rates. The bill also transfers the responsibilities of the former Council for Education Technology to the KDE and makes conforming changes to related statutes.
