This bill permanently establishes the Small Business Procurement Program and the position of Small Business Procurement Coordinator within the State Procurement Office, building upon previous initiatives aimed at helping small businesses, including those owned by veterans, Native Hawaiians, and women, participate in state contracting opportunities. The bill also repeals the Small Business Assistance Initiative that was established in Act 168 of the 2022 legislative session, which was a temporary five-year program. The Small Business Procurement Coordinator will be responsible for administering the program, maintaining a statewide small business database, establishing registration and certification processes, conducting outreach and education, aggregating resources, developing policy and training, and collecting and reporting data on small business participation in state contracts. The bill appropriates $126,000 for the fiscal year 2026-2027 to fund one full-time equivalent position for the Small Business Procurement Coordinator.
