This bill requires the Director of Human Resources Development to create a comprehensive "Commuting Choice Benefit Program" for all state employees in the executive branch, which will offer benefits regardless of how they choose to commute, including walking, using a wheelchair or other mobility aid, car sharing, biking, or using public transportation, with the goal of encouraging healthy, safe, economically sound, and environmentally sustainable travel. The Director must also consult with the Hawaii Climate Change Mitigation and Adaptation Commission, the State Energy Office, and the Department of Accounting and General Services in developing this program, and will recommend a similar program for employees in the legislative and judiciary branches. Furthermore, the Director must submit a report to the Legislature by early 2027 detailing the progress made in developing this program, which aims to address the current imbalance where state employees receive heavily subsidized parking but lack comparable benefits for other commuting methods.
