This bill establishes a temporary Solid Waste Management Working Group within the Office of the Governor to address the state's solid waste challenges, particularly in light of the upcoming expiration of the Waimanalo Gulch Sanitary Landfill permit in 2028 and the difficulties in finding new landfill sites due to groundwater protection concerns. The working group, composed of representatives from various government agencies, county governments, recycling, composting, reuse, and deconstruction industries, environmental organizations, and experts in waste management technologies, will examine policies and programs aimed at reducing solid waste and protecting the environment, including groundwater, earth, and air. It will also identify alternative technologies for managing waste that cannot be recycled or composted, such as pyrolysis and plasma arc gasification. The working group is required to submit a report with its findings and recommendations, including any proposed legislation, to the Legislature by early 2027. This Act is set to take effect on July 1, 2050, but will be repealed on June 30, 2027.
