This bill requires electric utilities, with the exception of electric cooperatives, to create and maintain an online tool that provides customers, referred to as "ratepayers," with full disclosure of the main assumptions used to calculate how new electric generation projects will affect their bills. This tool is intended to increase transparency and allow ratepayers to better understand and evaluate the projected costs of these projects, especially given Hawaii's historically high energy costs and recent economic challenges. Additionally, these utilities must submit an annual report to the Public Utilities Commission detailing the actual costs and energy output of their generation and storage projects, allowing for a comparison between projected and actual performance.
