This bill appropriates funds from the State Treasury for various departments, divisions, agencies, fund transfers, and programs for the fiscal year beginning July 1, 2026, and ending June 30, 2027, as outlined in Article IV, Section 28 of the Missouri Constitution. Specifically, it allocates funds to the Department of Higher Education and Workforce Development for higher education coordination, grant and scholarship administration, regulation of proprietary schools, indemnification for improper actions by proprietary schools, membership in the Midwestern Higher Education Compact, receiving and expending donations and federal funds (with restrictions on Common Core Standards), transfers to various scholarship and grant funds like the Academic Scholarship Fund, Access Missouri Financial Assistance Fund, A+ Schools Fund, Fast Track Workforce Incentive Grant Fund, and Dual Credit Scholarship Fund, as well as for Advanced Placement grants, Public Service Officer or Employee Survivor Grant Program, Veterans’ Survivors Grant Program, Kids' Chance Scholarship Program, Minority and Underrepresented Environmental Literacy Program, Public Safety Recruitment and Retention Program, Missouri Guaranteed Student Loan Program, a social work pilot program, and a statewide program for industry partnership in precision health and agricultural sciences. It also appropriates funds for the State Legal Expense Fund, general administration of Workforce Development activities, the Show-Me Heroes Program, funding for persons with autism, the Certified Work Ready Community Program, a Pre-Apprenticeship program, programs for disadvantaged persons, a statewide workforce program, job training, administration of Department of Labor programs, and promoting registered apprenticeships. Additionally, funds are allocated to the Missouri University of Science and Technology for Project Lead the Way expansion, to community colleges for distribution and equity adjustments, and for maintenance and repair, as well as for debt set-off refunds. The bill also appropriates funds to various universities including the State Technical College of Missouri, University of Central Missouri, Southeast Missouri State University, Missouri State University, Lincoln University, Truman State University, Northwest Missouri State University, Missouri Southern State University, Missouri Western State University, Harris-Stowe State University, and the University of Missouri for their operations, specific research initiatives, agricultural extension services, professional doctorate degrees, and programs related to international collaboration, defense medicine technologies, infectious disease outbreaks, telehealth, spinal cord injuries, renal disease treatment, and the State Historical Society, with some provisions allowing for flexibility in fund usage between personal service, expense, and equipment, and between specific sections.
