This bill requires the State Department of Social Services, referred to as the "Department," to annually conduct a statewide survey to measure food insecurity, which is defined as the lack of consistent access to enough food for an active, healthy life due to insufficient money or other resources. This survey will be modeled after a national survey conducted by the U.S. Department of Agriculture (USDA) Economic Research Service. The first survey must be completed by July 1, 2027, and its results must be made public on the Department's website by October 1, 2027, and annually thereafter. However, the Department will not conduct its survey in years when the USDA or another federal agency conducts a similar national food security survey. This initiative aims to better understand and address food insecurity within California, building upon existing state policy that recognizes the right to sufficient, affordable, and healthy food.
