This bill requires the governing board of every college and university in Maryland, as well as every local school system, to appoint a Title VI Coordinator, who will be responsible for ensuring that these institutions comply with Title VI of the federal Civil Rights Act of 1964. Title VI is a federal law that prohibits discrimination on the basis of race, color, or national origin in programs and activities that receive federal financial assistance. The appointed Title VI Coordinators will have expertise in Title VI law and regulations, promote equal access to educational programs, provide training on Title VI, and handle complaints of discrimination. For local school systems, the Title VI Coordinator will also forward complaints to the State Superintendent. Additionally, the bill allows individuals who believe they have experienced discrimination under certain laws to file a complaint directly with a local school system's Title VI Coordinator, if applicable.
