AI Summary
This bill, effective from its passage, mandates a shift to closed primary elections in Mississippi starting in 2027, meaning only registered voters affiliated with a specific political party will be allowed to vote in that party's primary election, while unaffiliated voters can participate in any nonpartisan elections held concurrently. The bill establishes a uniform statewide voter registration application to record party affiliation, and any voter casting a ballot in a primary for a party other than their registered affiliation will be considered guilty of vote fraud, facing penalties outlined in existing law. Furthermore, political parties' state executive committees will annually designate any additional eligibility requirements for their primary voters, and the Secretary of State is authorized to create the uniform registration application, which will be used by circuit and municipal clerks to update voter records in the Statewide Elections Management System.
