This bill establishes a persistent domestic violence offender registry within the Alabama State Law Enforcement Agency (ALEA), which is the state's primary law enforcement agency. A "persistent domestic violence offender" is defined as someone convicted of a domestic violence offense who has at least one prior domestic violence conviction. The registry, to be accessible online for free to the public, will include the offender's name, date of birth, conviction dates, and the counties of conviction, along with a current photograph, but will not include victim information or sensitive personal identifiers like Social Security numbers. Individuals convicted of a second or subsequent domestic violence offense on or after January 1, 2027, will be required to register, with courts responsible for forwarding conviction details to ALEA. A $150 registration fee will be assessed, with $50 retained by the court for administrative costs and $100 sent to the Domestic Violence Trust Fund. The bill also outlines procedures for removing an offender's information from the registry, with removal periods ranging from five to twenty years after the most recent conviction, depending on the number of prior domestic violence convictions, and any new domestic violence conviction will reset this clock. ALEA is mandated to create rules for the registry's implementation and administration, and the act will take effect on January 1, 2027.
