This bill requires the Agency of Digital Services to enhance its annual review of automated decision systems, which are algorithms or computer programs used by the government to make or support decisions. Specifically, the agency must now assess whether these systems have cybersecurity vulnerabilities or pose risks to the personal data of Vermonters, and whether there's a risk of misuse or public health and safety concerns. If the agency identifies a hazardous automated decision system, it will have the authority to formally request that the state government entity using it terminate its operation, particularly if the system produces biased results, has unreasonable safety risks, is likely to be misused without proper safeguards, or fails to protect personal data.
