This bill, known as the "Tennessee Nursing Education Integrity and Oversight Act," establishes a temporary two-year moratorium on the approval of new nursing education programs located outside of Tennessee that wish to operate, enroll students, or place students for clinical experiences within the state, with exceptions for programs already approved before the bill's effective date, provided they submit requested data. The act aims to address concerns about the safety, efficacy, and quality of nursing education impacting healthcare outcomes, particularly regarding out-of-state programs operating in Tennessee without adequate oversight. During this moratorium, the Tennessee Center for Nursing Advancement, in collaboration with the Board of Nursing (the state agency overseeing nursing practice and education), will develop and recommend new, comprehensive standards for approving out-of-state programs that use Tennessee-licensed preceptors or clinical sites, focusing on areas like preceptor verification, student residency, annual reporting requirements, faculty oversight, data collection, and ensuring educational equivalency and patient safety. The Center is required to publish a report with these recommended standards by June 30, 2027, and an annual report detailing its oversight activities of these programs. The bill clarifies that this does not limit the Board of Nursing's existing authority to enforce nursing laws.
