This bill establishes the Sickle Cell Coordinated Access Network, referred to as the "Network," which will be overseen by the State Health Commissioner in partnership with Virginia Commonwealth University Health Systems Authority. The primary goal of this Network is to offer real-time consultation and support from sickle cell specialists, defined as healthcare professionals experienced in treating sickle cell trait and sickle cell disease, to other healthcare providers across the Commonwealth. To achieve this, the Network will ensure that these specialists are available for telehealth consultations, providing extended coverage to assist healthcare providers with guidance on pain management, treatment protocols, and care coordination for patients with sickle cell conditions. The bill also mandates that the State Health Commissioner, along with other relevant parties, will develop recommendations for the Network's establishment and maintenance, including how to ensure extended telehealth coverage for these specialized consultations, and report these recommendations by December 1, 2026, with the Network's provisions taking effect on July 1, 2027.
