This bill, known as the Voter Outreach for Transparent Elections Act or VOTE Act, amends the Help America Vote Act of 2002 to establish minimum notification requirements for voters whose polling place has changed for federal elections. If a registered voter is assigned to a different polling place than they previously used for a federal election, the state must notify them by mail, phone, and if available, text and email, at least 7 days before the election. Additionally, election officials must post general notices on their website, social media, and at the old polling place. If a change occurs less than 7 days before the election and a voter shows up at their old polling place, the state must make reasonable efforts to allow them to vote. For jurisdictions without assigned polling places, voters must be notified of available vote centers at least 2 days before early voting begins. If a former polling place location is no longer in use, signs must be posted there on election day and during early voting, directing voters to the new location and providing contact information for election officials, with this information also posted online and on social media. These notification requirements must also consider linguistic preferences as outlined in the Voting Rights Act of 1965 and will take effect for elections held on or after January 1, 2026.
