AI Summary
This bill aims to enhance landlord capabilities in addressing criminal activity, particularly human trafficking and drug sales, within rental properties by streamlining eviction processes and increasing penalties, while also providing support to landlords. Key provisions include requiring landlords to notify housing authorities within 48 hours of terminating a rental agreement for a tenant receiving housing assistance and to report suspected human trafficking to law enforcement promptly. The notice period for terminating a rental agreement due to criminal activity, illegal drug activity, human trafficking, or violence is reduced from 14 to seven days, and defendants in ejectment (eviction) lawsuits must now respond within five business days, with provisions for expedited hearings in cases involving suspected criminal activity. Furthermore, penalties for knowingly permitting human trafficking or the sale of regulated drugs (illegal substances) within a dwelling or within 500 feet of one are significantly increased to a maximum of 10 years in prison or a $500,000 fine, or both. To support landlords, a new Landlord Assistance Program is established within the Department of Housing and Community Development, which will provide resources and financial reimbursement for legal costs associated with evicting tenants involved in human trafficking violations, with an appropriation of $2,000,000.00 for its implementation.
