This bill authorizes the Marion County Economic Development District (MCEDD) to sell, lease, trade, exchange, or otherwise dispose of certain real property located at the Columbia Training School in Marion County, Mississippi, for terms and conditions that best serve the public interest, convenience, and necessity. This includes allowing the MCEDD to transfer approximately 18 acres to the Board of Supervisors of Marion County for law enforcement training without monetary consideration or use restrictions, and also allows for the transfer of approximately 40 acres to the MCEDD for unobstructed access for industrial development of the Marion County AirPlex. The bill also clarifies that the State of Mississippi will retain mineral rights to the transferred properties and that the recipients of the property will not assume any liability for environmental defects, instead agreeing to indemnify the state. Additionally, the Columbia-Marion County Airport Authority and the MCEDD must provide the Mississippi Department of Human Services (MDHS) a six-month window to harvest and sell timber from the transferred property, with the revenue going to the MDHS, before any development occurs.
