This bill establishes a new type of license in West Virginia called an "emeritus physician license" for physicians, podiatric physicians, and physician assistants who have retired from clinical practice. To qualify, applicants must have held a valid license in West Virginia for at least 10 years, not be under investigation for professional misconduct, and not have had their license revoked, surrendered, or suspended in any jurisdiction, nor be on probation. This emeritus license is an honorary designation that does not permit any clinical practice and is valid for the holder's lifetime unless they return to active practice or the license is revoked. The bill also includes a provision allowing the board to issue emeritus licenses to providers whose licenses expired before July 1, 2025, as long as they meet other criteria, and mandates that the licensing board create rules for the application process, grounds for denial or revocation, and voluntary relinquishment of these honorary licenses.
