This bill amends Missouri law to allow speech-language pathologists employed by public school districts or charter schools to qualify for benefits under the Public Schools Retirement System of Missouri (PSRSM). Specifically, it establishes that these speech-language pathologists, if holding a valid license to practice speech-language pathology, will be considered equivalent to certificated teaching personnel for employment, benefits, and retirement purposes. The Department of Elementary and Secondary Education will issue an appropriate teaching certificate designation for them, and they will be eligible for PSRSM participation under the same terms as other certificated teachers, including contribution rates, service credit, and retirement benefits. The bill also includes provisions for rulemaking by the Department of Elementary and Secondary Education and the PSRSM board of trustees, with specific conditions for rule effectiveness related to chapter 536 of Missouri statutes. The changes will take effect on July 1, 2027.
