This bill establishes a digital wallet, accessible to the public by January 1, 2027, managed by the Secretary of State through the one-stop business portal, to allow individuals to store and organize their learning and employment records, certifications, and professional licenses. While the Secretary of State is responsible for creating and maintaining the online infrastructure, individuals are responsible for uploading, organizing, and ensuring the accuracy of their own information within this digital wallet, which will act as a centralized repository for these important documents. Any third-party contractors involved in this system are strictly prohibited from using the deposited information for any purpose other than its intended function, selling or distributing it, or using other vendors for additional services; they must also safeguard the information, keep it confidential, and cannot share it with any other government entity, with a disclaimer stating that the Secretary of State has not verified the information displayed. Furthermore, the information stored in the digital wallet will not be duplicated or disclosed without the user's request, and all deposited information must be securely deleted upon request, and is exempt from public inspection under the West Virginia Freedom of Information Act, superseding any prior agreements on the administration of such a digital wallet.
