This bill requires electric utilities and licensed suppliers of electricity that are voting members of a regional transmission entity, which is an organization that manages the electric power grid, to submit an annual report to the State Corporation Commission by February 1st of each year. This report must detail all recorded votes cast by the utility, licensed supplier, or their affiliates (companies related to them) at any meeting of the regional transmission entity during the previous calendar year, along with a brief explanation of how each vote serves the public interest and any actions taken related to grid reliability, interconnection, and demand response management. The bill defines "licensed supplier" as a voting member of a regional transmission entity with facilities in the Commonwealth that sells electricity to customers there, and "recorded vote" as any vote that is tabulated, regardless of its finality or the authority of the voter. Importantly, these reporting requirements do not apply to certain electric cooperatives.
