This bill authorizes the Mississippi Department of Corrections (MDOC) to conduct a three-year pilot program, starting July 1, 2026, to test advanced data analytics and decision support tools, which are technologies that analyze information to help make better choices. The goal is to improve various department functions, such as identifying inmates at risk of preventable medical emergencies, reducing overtime and improving staffing efficiency by analyzing patterns that lead to extra hours, and helping transition eligible inmates to Medicare to lower the MDOC's medical costs. The program will also monitor operational disruptions, identify indicators of assaults and suicides to improve safety, and enhance documentation to reduce legal risks. Importantly, this pilot project will not require hiring additional staff, and all data used will remain state property, with vendors adhering to strict privacy and security rules, including HIPAA (Health Insurance Portability and Accountability Act), which protects health information. The MDOC will report annually on the program's impact, including reductions in medical emergencies, overtime, and incidents, as well as estimated cost savings and an overall assessment of safety and efficiency, to help lawmakers decide if the program should be expanded, modified, or discontinued.
