This bill amends Idaho law to prohibit taxpayer funding of teachers unions, defining "teachers union" broadly to include affiliates and organizations controlled by them, and specifying various "teachers union activities" that cannot be supported by taxpayer money, such as political campaigning, lobbying, and membership solicitation. It also clarifies that school districts cannot use taxpayer funds to deduct union dues from employee pay, increase compensation for the purpose of paying dues, share employee contact information beyond what is legally required without consent, or require employees to interact with unions. While generally prohibiting taxpayer funding for union activities, the bill allows for certain exceptions if outlined in a negotiated agreement, such as employees taking unpaid leave for union activities, using donated leave time, or engaging in representational activities where the union reimburses the district for the cost of employee time spent on these activities. The bill also makes technical corrections to existing law regarding professional personnel in school districts and sets an effective date of July 1, 2026, for its provisions.
