AI Summary

This bill brings forward existing sections of Mississippi law related to opioid settlement funds and creates a new entity to manage and support efforts to combat the opioid crisis. Specifically, it re-enacts provisions that established the Opioid Settlement Fund, which holds money from legal settlements with opioid manufacturers and distributors, and outlines how these funds, categorized as "abatement settlement funds" (for direct opioid relief) and "nonabatement settlement funds" (for other uses), can be spent, with the Attorney General overseeing expenditures. It also re-enacts the creation of the Mississippi Opioid Settlement Fund Advisory Council, a diverse group of officials and appointees responsible for reviewing grant applications and making recommendations to the Legislature for the allocation of settlement funds to ensure they are used effectively and transparently for opioid abatement. Furthermore, the bill establishes the Mississippi Opioid Response Center of Excellence Act, creating the Mississippi Opioid Response Center of Excellence (MSORCE) under the administration of the Mississippi Public Health Institute, to provide coordinated evaluation and technical assistance to organizations receiving opioid settlement funds, helping them optimize their programs and maximize their impact in addressing the opioid epidemic.
