This bill establishes the Wind-Tower Agricultural and Environmental Impact Study Committee, comprised of the Commissioner of Agriculture and Commerce (as chair), the Executive Directors of Wildlife, Fisheries, and Parks and the Public Service Commission (PSC), representatives from agricultural aviation and farm bureau organizations, a member from the Mississippi Delta Council, and one senator and one representative. This committee is tasked with studying aviation incidents, wildlife deaths, and farmland loss related to wind-tower development and will develop statewide standards for wind-tower placement and permitting, including a wildlife-buffer map. To facilitate this study, the PSC is prohibited from issuing new Certificates of Public Convenience and Necessity or permits for wind-tower facilities for one year after the bill's effective date, with exceptions for projects already underway. The committee will report its findings and recommendations to the Legislature annually, starting January 1, 2027, and will receive staff support from the PEER Committee.
