This bill establishes a State Security Operations Center (SSOC) within the Mississippi Department of Information Technology Services (ITS) to act as the operational arm for statewide cybersecurity, working in conjunction with the existing Enterprise Security Program. The SSOC will be responsible for continuous monitoring, threat detection, incident response, and technical enforcement of cybersecurity standards across state agencies. State agencies will be required to report suspected cybersecurity incidents to both the Enterprise Security Program and the SSOC, and cooperate with the SSOC's monitoring and remediation efforts. The SSOC will also submit annual reports detailing its performance, statewide cybersecurity incidents, challenges, and resource needs. The bill clarifies that the SSOC's creation does not alter the existing authorities or responsibilities of the Enterprise Security Program or the Chief Information Security Officer.
