Bill Summary

Groundwater management areas; bioslurry injections in wells prohibited. Prohibits any person from conducting any bioslurry injection, as defined in the bill, in any well that has been drilled through any portion of a groundwater management area declared by regulation prior to January 1, 2020.

AI Summary

This bill amends existing Virginia law to prohibit the use of "bioslurry injection wells" within designated "groundwater management areas." Bioslurry injection is defined as the underground injection of agricultural waste, food waste, manure, paper sludge, or sewage sludge. A groundwater management area is a region where groundwater resources are specifically protected by regulations established before January 1, 2020, under the Ground Water Management Act of 1992. The bill also clarifies that the existing prohibition on "hydraulic fracturing" (a process used to extract natural gas or oil by injecting fluid under pressure to create fractures in rock formations) will now also apply to bioslurry injection within these protected groundwater areas.
