This bill establishes new accountability requirements for programs that receive state funding to help people experiencing homelessness. By December 1st each year, organizations receiving these grants (referred to as "grantees" and "subgrantees," meaning organizations that receive funds directly from the state or from another grantee) must submit annual plans to the state department detailing their goals for the upcoming year, including how many people they expect to help out of homelessness and how much they anticipate spending per person. Additionally, the state auditor will conduct an annual performance audit of these grant programs to ensure funds are spent appropriately, that administrative costs are reasonable compared to services provided, and that grantees are meeting their stated goals. To facilitate these audits, grantees and subgrantees will be required to submit documentation of their spending and data on how many people they've helped, including the cost per person and how long individuals remain housed. Failure to submit these plans or data, or if audits reveal misuse of funds or non-compliance with the new requirements, will make a grantee or subgrantee ineligible for future funding, with the state department responsible for enforcing these provisions and ensuring grantees monitor their subgrantees for compliance. The state auditor will also report findings and recommendations to the legislature annually.
