This bill establishes a joint legislative Long-Term Care Financing Advisory Commission, composed of legislative members, state department directors (including Health, Human Services, and Taxation), an insurance commissioner, economists, and public representatives with expertise in long-term care, to investigate and assess various public and private methods for funding long-term care services and supports, which are defined as assistance for individuals with functional limitations or chronic illnesses needing help with daily activities. The commission will operate independently, with its actions not subject to oversight from other state branches or agencies, except as allowed by law, and will be able to hire a part-time project director and contract with consultants for actuarial assessments, policy analysis, and public education to support its work, with funding appropriated for these initial staffing and contracting needs. The commission is mandated to submit preliminary, interim, and final reports to the Legislature with findings and recommendations, including potential legislative proposals, by the end of 2026, 2027, and 2028 respectively, and will cease to exist in mid-2029 unless extended.
