AI Summary

This bill expands prohibitions on political contributions to include not only state and county contractors but also state and county grantees, as well as the compensated officers and their immediate families of both contractors and grantees, for contracts or grants exceeding certain monetary thresholds ($100,000 for goods/services or grants, and $250,000 for construction). "Compensated officers" are defined to include owners, partners, managers, and corporate officers, and "officer's immediate family" encompasses spouses, reciprocal beneficiaries, children, and dependents. The bill requires these contractors and grantees to disclose the names of their compensated officers and their immediate family members to the Campaign Spending Commission, which will then maintain a password-protected online database of this information for candidate and noncandidate committees to access. Any unlawful contributions received must be returned to the contributor within thirty calendar days, or they will be forfeited to the Hawaii election campaign fund. This measure aims to increase transparency and prevent the appearance of corruption by limiting the influence of individuals who financially benefit from government contracts and grants on political campaigns.
