This bill allows the State and counties to rehire retired public employees for positions that are considered "unique and critical to operations," meaning they require a high degree of specialized knowledge and experience, and are essential for the government's functioning. This reemployment is temporary, with a limit of four years for any single retirant in such a position, after which they must separate from state or county employment. To help cover the costs associated with rehiring these retirants, employers will be required to contribute to the pension accumulation fund to address the system's unfunded actuarial accrued liability. Additionally, the bill mandates that annual reports be submitted to the legislature detailing the employment of retirants in these unique and critical roles, as well as in labor shortage or difficult-to-fill positions and teaching shortage areas. This legislation is set to take effect on January 1, 2077.
