This bill allows short-term rental operators, who are defined as individuals or entities renting out properties for less than 30 consecutive days, to offer a complimentary prerolled cannabis product to adult guests aged 21 and over. To do this, operators must obtain an annual permit for $75, which covers all their rental properties. Before providing the cannabis, the operator or their staff must verify the guest's age with a valid ID and inform them about the legal restrictions on cannabis use, such as not consuming it in public view. Guests must also have the option to decline the complimentary product. The bill specifies that the prerolled product cannot exceed one gram of usable cannabis and can be consumed on or off the rental property, provided it complies with existing laws like RCW 69.50.445, which prohibits public consumption. The permit will be issued by an authorized employee upon application and payment of the fee, following regulations set by the board.
