This bill establishes a five-year pilot program within the Office of the Comptroller, led by a full-time State Construction Manager, to oversee and advise on the design review process for state construction projects managed by the Department of Accounting and General Services and the Department of Education. This program will ensure that all final project plans, drawings, and specifications are reviewed by the Disability and Communication Access Board for compliance with state accessibility laws, and that any changes to these documents require re-submission for review. Additionally, the program will assign employees to the Department of Planning and Permitting of the City and County of Honolulu to exclusively handle the review and approval of permit applications for these state construction projects. A new Design Review Special Fund will be created to manage fees collected for these services and any legislative appropriations, with funds remaining at the end of each fiscal year carrying over until the pilot program concludes on June 30, 2031. The bill also appropriates funds for the establishment of the State Construction Manager position and other necessary staff, and mandates annual reports to the governor and legislature on the program's activities and financial status.
