This bill establishes a Digital Asset and Blockchain Technology Task Force in Maryland to study and make recommendations on the use and regulation of blockchain technology and cryptocurrency, which are digital systems for recording transactions and digital forms of money, respectively. The task force will be composed of members from the Senate, House of Delegates, the Comptroller, the Secretary of Commerce, the Secretary of Labor, and appointees by the Governor representing the financial services industry, academia, and the Maryland Blockchain Association. The Office of Financial Regulation will provide staff support, and while members won't be compensated, they can be reimbursed for expenses. The task force is mandated to analyze the benefits and risks of blockchain and cryptocurrency in both government and private sectors, assess their impact on the state's revenue and energy consumption, and by October 1, 2027, report its findings and recommendations to the Governor and the General Assembly. This Act will take effect on July 1, 2026, and will be repealed on June 30, 2028.
