This bill, the Old Line License Plate Program Act of 2026, requires the Motor Vehicle Administration to create and offer "Old Line Plates" for certain vehicles, which will feature a numeric-only registration number consisting of one to three digits, without letters or leading zeros. These plates are designed to resemble the historical 1911 Maryland license plates with white characters on a black background. The bill also allows disabled veterans who qualify for special plates to have their Old Line Plate designated as "Disabled Veteran." The Administration will manage an inventory of these "Old Line Numbers," and while generally not reassigning existing numeric-only plates, it will allow current holders of such plates to exchange them for an Old Line Plate with their existing number upon payment of a fee. The bill establishes a public auction program for the rights to desirable Old Line Numbers, with provisions for transferring these rights under certain conditions, including restrictions on how frequently a number can be transferred. Fees collected from the program will first cover the Administration's costs and then be distributed, with 50% going to the Transportation Trust Fund, 30% to the Boys & Girls Club of Maryland, 10% to the Chesapeake Bay Trust, and 10% to the Maryland Agricultural Education Foundation. The first auction of these special plates is mandated to occur no later than December 1, 2026.
