This bill mandates that the Department for Medicaid Services and any managed care organizations it contracts with must cover doula services, which are defined as non-medical support provided by a trained professional before, during, and after childbirth. To be eligible for coverage, doulas must obtain a national Provider Identification Number from the Centers for Medicare and Medicaid Services (CMS) and enroll as Medicaid providers. The bill also establishes a Doula Advisory Council within the Department for Public Health, composed of various health officials, representatives from health organizations, and practicing doulas, to recommend training, credentialing, and scope of practice standards for doulas. The council will also advise on improving access to doula services and addressing maternal health disparities. Furthermore, the bill requires the Cabinet for Health and Family Services or the Department for Medicaid Services to seek federal approval if necessary to implement these provisions and authorizes the General Assembly to make necessary changes to the Medicaid program.
